This position is responsible for implementing the overall Human Resources function for the company. This includes overseeing the development and implementation of human resources policies, programs and services, including hiring and orientation, training, legal compliance, employee benefits, compensation, employee relations, employee events, successfully interacting with the union, and working with the senior management team. Interactions may involve sensitive situations, employee and management coaching/counseling, and influencing and negotiating with the union.


Human Resources Management:
  • Establish the HR organization as an effective internal-service organization that strives to achieve a consistently positive response from internal customers/employees
  • Maintain up-to-date knowledge of applicable employment laws and educate HR staff, management and other staff as needed in this area.
  • Regularly assess all HR processes and practices for compliance and effectiveness
  • Demonstrates knowledge of “best practices” in all HR-related areas

Union Interactions

  • Develop and maintain effective relationships with the union and its representatives
  • Demonstrate respect for union employees and create a workable partnership with the union on their behalf
  • Exhibit strong negotiation skills while maintaining positive relationships

Recruitment/Training and Development

  • Lead and establish successful and cost-effective recruitment programs
  • Develop, implement, and establish innovative and informative orientation programs for new hires
  • Create and oversee programs for staff training, development, motivation, and education
  • Plan and organize informational & motivational all-staff meetings/events

Compensation and Benefits

  • Manage and oversee benefits programs to achieve company organizational goals; act a liaison with brokers and perform oversight for all benefits vendors
  • Support the risk management programs including, workers’ compensation and safety programs
  • Implement a consistent compensation program, integrated with market data and individual performance, that is financially wise, creative, and supports our goals to hire and retain outstanding employees

Employee Relations

  • Monitor all separations and separation processes and conduct exit interviews; seek Executive and outside employment counsel advice and input as needed
  • Counsel employees and managers in career development and performance deficiencies. Provide coaching for manager development


Human Resources Knowledge:
  • Minimum of seven years of successful experience in all aspects of human resources
  • Minimum of three years working with unions
  • Successful experience with employee relations
  • Knowledge of how to implement legal requirements

Leadership and Communication Skills

  • Seasoned professional with strong sense of self-confidence and professional demeanor; a calm thoughtful approach to interpersonal relations, communications, and challenging situations
  • Ability to build trust and confidence with employees, management, and the union
  • Clear, motivational, and effective communicator – in both verbal and written communication
  • Acute listener with patience and a sincere desire to understand the situation before acting
  • Innovative and resourceful, but patient with the pace of change
  • A “team player” as well as a “player coach” with a positive attitude toward all levels of the organization
